Flask sometimes not working?

Not gonna go to much in detail but i bought a flask, tried using it when my health and mana where chunked and it didnt work. Health pots still did. I exited league and went back in and it was working fine. But it skrewed up my lane pretty bad (i was panth and was down 20 cs when i came back, and my opponent was 2 lvls ahead). Just wondering if it is a freak occurance, or this happens alot? Thank you in advanced.

I experience this waaay to often. Usually if you switch the spot flask is under in you inventory and double click it a few times it will eventually "unstick". I don't know what causes this though.
