[Gameplay] Inner Tower Granting Shield To Ignited Champions

The change last patch still did not fix the problem of the inner tower saving champions from damage over time spell.

You can see from corki status bar in the top left(Starting around 8m 22s) that he gets the shield while ignited, and if you look at his hp bar in HD you can see the shield being added in-between dmg ticks.
