Hey I would check scaling in game on Garen's E. Not a Garen player so I wouldn't be the best to ask, but it seems to have a higher scaling than what it is usually because it was one shotting me at level 3 when the Garen only had a doran's shield. Thanks just checking.
It doesn't oneshot. It's just DPS.
It got a buff of shredding armor though recently.
he has armor shred after 5 ticks of e.
It does bonus damage if its hitting a single target alone, also might depends on what runes/masteries that player is running
its mathematically impossible to kill someone only with the spin at lvl 3.
the ability is so shit early on, that we garen mains usually max q in lane, since it deals the same damage as a full spin, frontloaded while it scales up in utility. the spin does less damage than auto attacking until lvl 4.
it mostly scales with levels, and is not worth more than 1 point early on.
