Task Bar Issues (CLIENT)

I can't open the friends tab, online friends, or notifications and can't accept game invites. My client doesn't even register that the task bar is there. My cursor stays and arrow instead of a pointer. I have restarted the client several times and repaired the client to no avail. It's been happening for about 4 days now, any help??
