Does it even make sense to report bugs here?
Does anyone read this? They surely never fix anything, but do they at least keep track of the bug reports to maybe fix them in the future?

To put it as short as possible: No.
Riot could care less if the bug doesn't affect a popular champion. They don't read this and will only fix bugs and balance issues that affect people who pay money (aka people who buy lux and ezreal skins). Riot is a business, and as a business you want to maximize profits, so they won't waste time on stuff like this.
If you send it using the actual bug report feature then im sure it has more of a chance of getting noticed
I reported a bug and got a 24 hour ban so. Probably not
