[Item] Bots Can Still Build Atma's Impaler on Twisted Treeline?

So I was messing around on Intermediate Bots on TT a few days ago and noticed something I hadn't seen in a long time... Atma's Impaler! It also seemed as if the passive wasn't actually working, either, so I was wondering if maybe the item's effects were removed but not the item itself from the bot's build path? This certainly isn't game breaking or anything but I found it kinda amusing and a little bit of a throwback lol.
