[CLIENT] descriptions don't go away after you mouse over them in the spectator client

Ever since I can remember I have had this issue in the spectator client. I have reinstalled the game many times on multiple computers and still had this bug. If you mouse over something in the spectator client like a summoner spell for example it will bring up a description of that summoner spell but when you take your mouse off of it that description does not go away like it is supposed to. It happens to me every single time I use the spectate client.
