Garen Q bug with item

I was testing out Garen when I noticed something. When you build Statikk Shiv the passive does not activate at the same time as the q does. The Statikk Shiv will discharge its stacks about half a second before the q does damage. I tested the parameters for this to happen and as far as I can tell, this bug will only occur if the q is about to be used when Garen still has the movement speed buff. Interestingly, this causes the Shiv to only discharge its base damage. It wont add any damage if you were going to crit. I am uncertain if it works with Rapid Firecnnon as well. To replicate, all you have to do is buy Statikk Shiv and use q on any unit.
