[CLIENT] Launcher not displaying any elements; all black [Patch 6.3]

When starting the League of Legends client, the Launcher appears with none of the expected elements appearing or capable of being interacted with. The free rotation, the Patch Notes link, the "NA LCS Spring Finals heading to Las Vegas" link/advertisement, none of it appears and only a black area with the Riot Games logo is there.

I have no clues as to what causes this bug, it happens when launching the League Client as normal but occurs very often. I closed and reopened the launcher multiple times to get an idea of how often this is occur and only 2 out of 24 attempts did the client display anything under the orange "Launch" button. The client functions above that element area, such as the "Launch" button, the regional settings, the help button, etc. appear to be functioning normally. This has only occurred on the current patch.
