So Windspeaker's TT isn't correct about the self-exclusion??

Forgive me if this has been posted, but I went against a Vladimir who claimed he took Windspeaker's because the TT isn't correct and that it DOES amplify healing on yourself. I haven't done the math, but perhaps this is something that should be looked into. That match was horrible.
