Cannot Preview Champion Skills (Client)

It seems that you cannot go to the store or your champion list and get a description of any champion's skills by hovering your mouse over them. The skills tab still works, but the hover-preview above their stats is not working. I have tested this on multiple computers and the bug persists. Or it was removed and I am just sterpid.
