"Vision" in certain item's/Spell's not giving any vision at all.

I think someone along the road during the whole "Vision" change was high AF. Like we have Ignite that "gains Vision" and now 1 of the many a smite "Gains Vision". Lets break down what it means:

It means if you already have vision of a target you will have it for as long as you have vision of them.

So in other words it is a useless bit of vision to make you feel happy.... LOL wtf is the point of "gains Vision" If I don't? I would understand if they were stealthed PRIOR to me hitting smite/ignite, but if it's before. I better have fucking true vision of that.
