[Gameplay] Garen's Q cannot hit Nexus

When I play as Garen, I can't use Q to attack the Nexus. I was able to attack other structures (towers and inhibs) and units, but not Nexus. I had to wait until the effect wore off to start attacking again. At the time, I could still use regular AA to attack the Nexus.

Confirmed in both customs and a bot match, but I'm gonna guess it happens in normal PvP as well.
