Have they stil not fixed the bug where you trade a champ and don't get LP/IP for a win?

I feel like this should have been fixed by now...I can replicate this every time I try.

EDIT: For some context the way I have been able to replicate this bug is: I pick heimerdinger and have the Alien Invader Heimer Skin selected; my duo picks blitzcrank and has no skin selected, but they also own the Alien Invader Heimer skin. I then trade my duo heimer for blitzcrank.

What happens is then somehow...I have Rusty Blitzcrank equipped, which I don't own, and they have no heimer skin equipped (even though they had Alien Invader selected last). I know it sounds ridiculous but this is how I replicate the bug every time. At the end of any game I do this in, I don't receive LP or IP when I win.
