Thunder Lord's Decree Tooltip Wrong or Something?

So I just was curious. My brother was playing a game and had Thunder Lord's decree. It said at level one he was dealing 10+6 damage (6 from its ap scaling, he had no bonus ad) and he only had 30 ap. That means it was a 20% ap scaling even though the tooltip reads its supposed to be 10%. So, just curious about that.
