isp issue? server? or just area?

Okay i dont know if this has happened to many others but i have seen it once on the enemy team and twice playing with my group of friends.

1. 4 of the enemy team randomly disconnected at around the 5 min mark of the game for maybe a minute i cant say if it was a troll thing or what happened but the one that stayed said they all got disconnected at the same time and when they reconnected they all said the same.

2. I believe it was a 4 man que with 1 random 3 of us live in the same city the other 2 do not im assuming. at about the 1 minute mark the 3 of us all dced from game thinking it was my internet i started getting annoyed but everything was working discord was still on and the 3 of us just couldn't move or do anything and then it dced us and reconnected about 10 20 seconds later.

Wasn't too sure where to put this and i mean again i dont know if this is a isp issue or something server based just bringing it up because it has been happening.
