[Gameplay] Sorcerer boots Fix

Every single lethality item have their penetration unique passive. Same goes for liandry torment and hunting guise. The penetration is unique passive. However sorcerer shoes magic penetration isn't unique and i started to see people build morellonicon and 5 magic penetration boot and end with 75 magic penetration( not counting runes and masteries so that would top at 90~ or a bit more. I think it's time to fix it Riot.
