Title. upon reaching 650 gold my relic shield never transformed even while out of combat as blitz. I had to manually upgrade it.

That's not how the changes to the support items work. For all of them, you still manually purchase all the various upgrades for them.

The quest for Relic Shield line is that after you reach 650 gold earned, it unlocks the additional passive which grants a regenerating shield. And the gold earned carries over as you upgrade from relic shield to targon's to face of the mountain or eye of the equinox.

So the "and upgrade to targon" part of the shield an objective to complete and not a reward? that makes more sense i guess, but it's poorly worded. the way it's worded made me think it's a reward for completing the quest of collecting 650 gold. especially where it said "cant upgrade while in combat" or something.

not to mention there's a typo on the talisman of ascension that says in yellow and blue letters "and you receive an elixir of skills"

How would it make you think like that? It's still under the "Quest" section. So the "and upgrade to targon" is also part of the quest that you have to manually do. It's worded just fine.

because it's not very intuitive with the way it's worded. it's as simple as that. the quest should only be on the second tier items and the whole "upgrade" portion could be completely left off of the 1st and 3rd tiers. at the very least is could/should have said and PURCHASE or and BUY targon. the word upgrade is misleading. upgrades and purchases arent the same thing in game language. for an upgrade you go to a crafting bench and toil away with all of the crappy materials you've wasted your life gathering. you upgrade skills by putting skill points into them. so when i read that "and upgrade to targon" the natural response for me was that i would get an upgrade of some kind. not that i'd need to go pull a viktor.

If the quest is only on the second-tier items, then the quest wouldn't start until you upgraded the item. This way, you start earning towards your quest even with the relic shield. All it's saying is you must upgrade to at least Targon's Brace in order to complete the quest.

And outside of talking about Heimer's ult, "Upgrade" is a common word in league used when building a base or component item into a higher item. Upgrade actually makes more sense for this, as it conveys that the components you're already carrying for that item will be consumed. "Buy" doesn't have that kind of connotation. If I buy one thing, and later buy something else, presumably I should still own both.

all the quest is is a counter that keeps up with gold earned and buying the tier 2 item. the tier 1 item already keeps up with gold earned. when you purchase the tier 2 if you've earned 650 gold you get the bonus. i dont see why that would prevent the quest from starting because it's literally the same thing.

this "quest" is little more than a unique passive that equates to "earn 650 gold by using this line of income items to get x" and it's only on the tier 2 an 3 items. way more intuitive when worded that way and it fits the game mechanics. if they felt they HAD to advertise the quest on the first tier item and for whatever reason HAVE to use the word upgrade instead of purchase or buy then why not just put "upgrade relic shield to targon or higher to complete the quest" words do matter when relaying information.

and for the record as far as the item shop goes i've always thought of it as exchanging items and not combining them. after all that's what you're doing. you're buying an item every time. for example if you get two daggers and then "combine" them into a bow in my mind what's happening is you're trading them in and getting a bow. just like with leasing a car.

If the quest is only listed as a passive on the 2nd-tier item, then the quest is not assigned until you have the 2nd-tier item. The quest must already be assigned in order to start earning towards it. But that doesn't really matter cause that's not how it works anyhow...

And as far as upgrading items in the shop, you're definitely not returning the components and getting the higher item. The item build is called a recipe. You combine the parts of the recipe to come up with the final full item. Even the gold you pay to put the components together is called the combine cost.

if we're combining the items shouldnt they at least look somewhat like the previous item? im not quite sure how bows can be made from daggers.

I feel like it's a bit of an easy out, but I'd generally assume the items are broken down and used. The daggers give attack speed. You can break them down into their attack speed component and then use that as a material when crafting a bow to give it more attack speed. Sort of like how when you make bread, you don't put a bunch of wheat and a cow together. You turn the wheat into flour and get milk from the cow.

I also tried various stuff to get it "upgraded" automatically before I in despair spent the 500 gold to buy the upgrade. Please just make clear that you have to pay.
