Scavenging Smite

I noticed while i was testing out junglers in some bot games. When I was Red side and I used Scavenging smite to kill dragon I got the Bonus gold and the CD was halved, but if I was blue and did it, there was no CD reduction. However, if I smited Baron on blue side I got the gold and CD reduction but not if I was on red. Was this intended or not?
