Morgana & Sivir Shields Inconsistently Blocking Anivia's Kit More Than Once

Sivir: We all know Anivia's Q ability can be activated twice. Sometimes, (noteverytime), I will Q a Sivir to burst the spell shield and then reactivate it again to stun her after he shield has gone down. Sometimes sivir blocks both the incoming Q and the detonation. Most of the time it doesn't, but the handful of times it does it is annoying. Either fix this bugg, or make Sivir's spellshield an-all-time-blocking effect where she will block ALL abilities in a given seconds segment so we won't be left wondering how she can block multiple 'spells'.

Morgana: Very annoying. Shielded Morgana walks into full formed ultimate of Anivia , gets passed by a Q once, then still manages to block the detonation of the Q for the second passing, and leaves the Glacial Storm unstunned. This is a bigger issue than the sivir one because not even the storm helped break her shield.
