[GAMEPLAY] Vel'koz E does no damage if he dies before it lands.

If you cast E with Vel'koz and you die before the spell lands, when it does land it will not do any damage knockback an opponent.

How to reproduce this big:

1. Cast E with Vel'koz where enemy is standing
2. Have someone kill Vel'koz before the E lands
3. Watch as E does no damage or knockback

I have not tested this bug throughly myself instead I had been in a situation where the bug occured around 3 times and it occured it all 3 times so it is posible that the E only dosen't do damage to the killer of Vel'koz but i am not certain of that.
