[BUG] Ahri's charm is stopping dashes, even though that interaction was supposedly removed ages ago

I've noticed for a while now that Ahri's charm is stopping dashes, even though it's not supposed to. Video example from a recent game here

Now, Ahri's E used to cancel dashes, however, this interaction was removed in patch 6.4, and, according to the lol wiki's patch history, this change was never reverted. As such, there are only two options: either it's a bug, or it was a undocumented change.
