When Soraka uses q on Sivir, and Sivir spellshields it, Soraka still gets the heal!

That's an interesting discussion point actually. Is it really a bug?

The spell is blocked by sivir, and so the damage/slow is not applied. However, Soraka's W states that for each champion hit, she is healed. Sivir is still hit by her Q, it just doesn't apply any of its effects. One could argue that the Q spell was indeed blocked by sivir's spellshield, but the passive W effect is also still applied - because the condition was met.

I can see an argument for both sides, personally I'd assume that whatever happens in-game now is intended unless otherwise stated.

As someone who has played Sivir for years, I believe it is a bug. The reason I believe it is a bug is because it is not consistent with how every other spell in the game interacts with her spellshield. If a spell is blocked, every other effect that it has is cancelled (with the exception of Soraka's starcall).

Example: if Sivir blocks Vlad's q, Vlad does not get to heal.

It's not the same case for Vlad because the source of his damage and the source of his healing (and the condition for it) come from the same ability. Soraka's Q is what deals damage, but technically it's her W that's healing her. The requirement for the healing to be activated is "hitting an enemy with starcall".

Maybe it is a bug (I'd say it isn't personally), but there's not much way to tell since no other ability in the game works like Starcall does.

You do have a point, but I still think it is a bug, and doesn't make sense that this happens.

The passive on Soraka's w states that every champion hit with q heals her. If you spell shield the q, technically you should not be "hit" by it.
