[GAMEPLAY] Recall disables Hextech Protobelt-01 active and prevents it from being used
When the Recall spell is used, the Hextech Protobelt-01 becomes disabled, the icon is grayed out and the active will not be used nor will Recall be cancelled when the player attempts to activate the item. Other items with actives are able to be used normally when this bug occurs for the Protobelt.

Champion selection looks to have no effect on this bug as well.
