I challenged smited someone half a second before he got executed under turret. Is this a bug?

Simply using Challenging Smite on someone doesn't do anything to give you an assist/kill credit. The smite itself doesn't deal any damage as the bonus damage it deals is only when you auto attack the target, and it doesn't apply any CC or anything else that would grant an assist/kill credit. All it really does is reveal the target, but simply granting vision isn't enough for kill credit.
Because challenging smite itself doesn't do dmg, you won't get kill credit. It only does additional damage when you youself are attacking the enemy.
