CANT create a rune page in champ select

This happened so many times now, I try to create a rune page then it says choose your load out and it simply gives me a premade page. This really pisses me off now. SO EITHER GIVE PEOPLE TIme tO MAKe the ruNe page or GIVE THEM UNLIMITED RUNE PAGES FFS.
