[VISUAL] Visual bugs that appear on all of Thresh's skins with video evidence

I have included a link to my old post about these bugs. I am posting this again as the patch notes for 9.5 were just put out and these were mentioned no where in it. Other visual bugs have gotten attention for missing particles yet these are still going unnoticed for so long. I really want the one champ I play to have functional skins that do not bug out on a passive ability that triggers over 100+ times a game. Please fix thresh's skins. They have been broken almost since release.
