Cassiopeia's "Synergy" [GAMEPLAY]

The new passive for Cassi's Twin Fang states in the tooltip that it only amplifies further poison damage by .45% up to 2x. In the patch notes it stated it should be 20% per stack. Am I wrong in this? Also, if the target is already poisoned by one of your abilities, will the next tick be amplified due to this?
