Champion stops moving for 4-5 seconds!

There are times when im playing Kayle with Devourer that she'll immediately stop in place for about 4-5 seconds. This is not a problem on my end as my latency was fine as it always is i watched my own death by the enemy team multiple times. It is also not a hardware issue because when i stop moving i try right clicking and the game registers my right click and even shows the marker for my movement but the champion will not move. I have narrowed it down simply to the champions movement as i am able to still cast abilities and summoners when my champion will not move. It happens at random in lane or in base. Would really like to know what the deal is.
