Modes Are Locked to Level 30... Despite the Fact That I'm Level 30

So I knew that there was some problems with games right now so I decided to play a bot game instead. However, as soon as I clicked the "Co-op vs AI" button both it and the PvP button grayed out and got a lock icon on it saying that these modes are locked until you are level 30. However, I AM level 30. Is this meant to stop people from trying to play games while they fix this? Or is this unintended? I imagine this is unintended because it also locked bot games (But custom and tutorial are not locked)

Yo, riots having problems and has just gone down for emergency maintenance. Queues were locked not because of the level 30 restrictions, but because of those server issues. That is just the message that appeared.

All Qs are locked, only custom games are available.

not anymore. I just got kicked out of a custom game and servers are unavailable. yipee for rito.
