New Champion Select Penalty Bug

Probs a bug where someone can join and pick roles while you're doing penalty

This is how to recreate it -

• Get into draft mode, pick your roles and invite people
• Before anyone accepts, click start
• If anyone accepts the invite after you're doing your penalty time aka 20 mins,
• They can pick roles and they'll obviously be like "wtf man start the game already"
• Unfortunately, you cant message in chat unless theres someone else who was the captain
• They rage and quit.
