[CLIENT] Champion "lock-in" quotes do not play in subsequent matches

I noticed that the "lock-in" quotes in the new test client were not playing. I found that the pattern is that the quote and sound effects will play on the first time that the champion was picked but on all subsequent champion selects, the quote and sound effect will not play.

It was not champion specific; all champions tested were affected. The map chosen had no effect either. The method of returning to the client and starting another pick did not matter. Whether through quitting in lobby or in-game, the bug still occurred in the next game created. The method of picking, the game type, did not matter. Whether it was Blind Pick, Draft Mode, Tournament Draft, or All Random, the effect was the same. Map choice had no effect nor did presence of bots or number of players. Mode champion was first chosen did not matter; A champion picked with All Random did not play their quote when locked into Tournament Draft, a different mode, as well. Ban Quotes still played as normal.
