Devourer + Health Potion bug

There's currently an annoying bug that occurs after you buy Devourer where if you use a potion, you will lose a big portion of attack speed while the potion is active.

I have myself confirmed this and so has someone else on these boards. I tested it last night but did not take screenshots. I have my reasons, but anyone can try this for themselves.

Buy Devourer enchantment, go back to your jungle and start hitting a camp. When you take damage, look at your attack speed, take note of it, and then use a potion. You will notice a big decrease in attack speed immediately.
