Skarner? Are you kidding me?

Who is the balance team person that has a hard on for nerfing Skarner? He already has the lowest damage output out of all of the so called juggernauts. He also has zero innate sustain like the other 3 juggernauts do. Why are more nerfs being aimed at Skarner? That ult change is an out and out gutting.
