Is Your Shop still broken?

I'm not sure if Your Shop is still broken, but it seems like it to me. As I had 4/6 skins for champions that I didn't play as for such a long time for my discounts. I'm also not sure if playing something like Invasion where you are restricted to playing certain champions affect this as I received an Ezreal skin for one of my discounts.
