Send gift (after a match) -> Annie always in recommended

Every time I click "send gift" in post-game screen, Annie is there as a recommended gift. I don't understand that. First of all, hardly anyone doesn't have her. Last game I clicked all 9 people out of curiosity, and she was there every time. The chance that nobody has the cheapest and one of the most popular champions is basicly 0. So it has to be bug. Also, I don't understand why would she, of all champions, be a recommended gift.
