[POPPY BUG] Garen can stop poppy's charge

whats in the tittle.

if i figured it correctly, repro steps would be:

with poppy, use E on garen, with garen answer with silence (i dont remember which was.. E as well i think)

the ability doesnt apply damage, nor stuns.

and please, fix the jerky behaviour when passive comes up

Since Poppys isn't an instant reaction, there's a cast time (like Alistar headbutt) you can cancel it with disables. Not a bug, just counterplay
