[Gameplay] Cassiopeia

Cassiopeia's E does not always reset even when she uses it on poisoned targets. She had this same issue prior to the remake but now that her play style is focused around this E spam this bug must be fixed as it is game breaking to her beyond any other bug effecting any other champion in the game right now.

Effectively as Cassiopeia on Twisted Treeline, I was dueling a Rengar. Rengar did not move, I landed my Q dead center and then cast my E only for it to not reset. He had the poison indicator over his head and was actively taking damage from my Q and there was still no reset. This happened twice during the game, with the second time being against Wukong who was standing in my Miasma.

In addition another bug I encountered with Cassiopeia on 3v3 was a period where I could not cast any spell lasting for a period of about 10 seconds. All of my spells where showing off CD, and I had yet to even engage in the fight itself, and yet as soon as it began and I attempted to join I couldn't cast anything. No I was not CC the only CC the enemy team had was Cho'gath and he had already cast both his Q and W before I even came into the fight. I spent almost the entire time spamming everything, QWER for none of them to cast. Finally I was able to begin casting my QWE but my R remained uncastable for a solid 5 minutes after this point in time and only finally became castable again once I backed to base.
