Jarvan E-Q combo clarity

So I was reading up on this after noticing one of its apparently intended effects. His E-Q combo is basically cc immune right? So why doesn't it have the "Cannot be disabled" pop up when you try to cc him?

I ask this because I rooted a J4 multiple times in a Poro King match and he kept ignoring it with this combo. I never play J4 so I had no idea this was a thing and originally thought it was a bug. Sorry but I don't think this would be seen if I posted in the Gameplay boards and I think it matters because I actually didn't even know he had this cc immunity until I read up on it.

Roots prevent issuing new movement commands or casting blink/dash abilities. What I think is happening is, since neither E nor Q by themselves are dashes, the root can't prevent the abilities in the combo from actually casting.
