Quinn's passive not going off at level 1, lost first blood.

So this was an invade from a at level 1 and my friend (playing ) started to chase and auto attacked him twice with her passive on him and it didn't go off and from the hp he was left at, that would've easily been first blood. Are we missing something or is it a bug in her passive?
