Mouse/Keyboard become unresponsive at 6-9 minute mark

So I play on a low end computer. Haven't had too much of an issue except that my client lags a lot, and sometimes my game takes forever to load for the first game.

So after 9.6 my client decided to try something new. Every time I play a game, at the 6-9 minute Mark, my mouse and keyboard just stop responding to me. Usually its when I encounter a champion or am just in lane. My mouse moves like its not catching and my keyboard takes forever to actually type anything until after I respawn because it usually ends in death. I have to stay at fountain until past the 9-10 minute Mark. Before that the game would create a huge lag spike during the same time frame for no reason. After that went away, this replaced it.

I've since reinstalled the client and used the Hextech tool to try to fix my settings so I wouldn't be having this issue and it worked for the first day until I booted up my computer the next day. If there's any suggestions, I'm all ears, except a new computer because I'm broke unless you're buying.
