[Major Bug] Draven passive counts minion kills regardless of having his Q active or not

That's not a MAJOR bug. A major bug is something that seriously impacts the game's performance or causes it to crash altogether. This is a minor one, but I'll look into it for confirmation.

Also, be patient. The bug report board moves slower than the others, and just because no one replied doesn't mean they didn't see it.

When Draven catches a Spinning Axe, kills a minion or monster or destroys a turret, he gains a stack of Adoration. In addition, Draven Draven generates 2 bonus Adoration stacks if he kills 6 minions in a row without dropping an axe.

He doesn't have to have Q up to get a stack from killing a minion. He gets stacks for catching axes, that's a separate count in addition to killing minions. Notice it's OR not AND.
