Runes BUG
I have not gotten a answer back and am still having the same issue....RIOT i would like some support please i cant buy any more runes i havent tried buying anything else yet but im pretty sure it will be the same result.

If it's saying telling you that you have bought the maximum amount for that item, submit a ticket to Riot support asking them to delete your tier 2 runes so that you can finish buying tier 3 runes. I believe I sent mine to 'account management'.
There is a hardcoded limit to the number of runes your account can have on it.
You can send a support ticket and tell them some runes to remove. This will make space for you to buy more, even though it's only for another month or so.
