Cant play with a AMD monitor

Hello! I seem to not be able to use this MSI monitor when playing LOL. The Client works but when I go into game I get a similar image to this... it makes me force reboot my PC (because tabbing out of LOL is impossible anymore)

This is a AMD Freesync monitor, BUT I have Freesync turned off in the monitor settings. I also Cannot use this monitor even on desktop above 60hz or I get that image just FYI.

So I am set at 60hz and when I load into LOL, My screen resets... and turns on 144 hz and I get this screen tearing.

I have a i9-9900K TitanXp (yes I can play other games on this GPU using this monitor just fine) Aorus Motherboard 32GB of ripjaw ram

This is only a LOL game related issue, all other games work just fine.

EDIT: I was able to edit a cfg file to change my screen mode to windowed boarderless and that seemed to fix my problem. I am guessing that LOL will always attempt to use the MAX native refresh rate (which it is not able to-do if its in windowed mode)
