Stuck after Champ Select

Alright, a few days ago I went to try out Ziggs in normal blind pick, and everything went fine all through Champ select. Loading screen comes up, wait almost 5 min for any champs to appear, then load to about 50%. Then it stops completely, I repeatedly try to restart and reconnect to no avail.

I thought it was just a one off then today I go to play adc and don't get in until 5 min before the end. This is after reconnecting about 5 times. THEN I GET A LEAVERBUSTER PENALTY. Come on RIOT, this is how you lose a player base.
