Elixir not restarting upon respawn (GAMEPLAY)

So i remember a couple patches ago whenever you would buy an elixir dead it would refresh itself upon spawning. I was playing a Draven game and I bought an elixir while i was dead and when i spawned the timer on the elixir didnt reset
