Cannot edit rune pages in champ select

I have now had at least 10 games where I pick my champ and then when I go to open my rune pages to change them, nothing pops up. You can see the outline of the box where the page should show, and you can see the X in the top right corner, but there's no way to actually change your runes. Using the default pages is painful so please fix this ASAP. I posted this multiple times on the PBE and on here and nothing has been said or done about it.
