Runic Shield line not activing
The passive of executing minions isn't activating properly. I was hitting minions below their HP mark and it didn't go off.

I assume you were playing a Melee champion? As ranged attacks don't activate the passive.
psst, the items state in the description "melee basic attacks execute". The champion you were on is actually ranged.
