Annie/Tibbers doesn't stun all the time

Played several games as Annie lately aram/arurf and it seems like at least 1-2 times per game, while I have stacks built to stun on next cast and cast tibbers, it doesn't stun. Quite game breaking as that is annies move, flash tibbers/stun which gives you time to w/q and try getting out. Flash w/ tibbers not stunning just gets you melted hella fast. Sucks too because it burns up the 4 charges like the stun should have worked but it doesn't.

Is there any details you can give about why you think the stun didnt work? also, is there a chance that the enemy team had a morgana or built banshees veil?

I've read a few other posts w/ others saying it has been happening to them also.. Unfortunately, no video to show because they aren't archived. Next time it happens though, I will save a video copy and just send it right to riot via ticket. Oh well..
