Can't change profile background.

The cog that is suppose to be there, isn't. When I go to my profile page it is there for a split second; and then it disappears.

Anyone else experiencing this bug?

EDIt -- Sorry for duplicate thread, it appears I am not the only one and I just now noticed someone else reporting this.
